Budget Deal Close

It appears that a budget deal is in the works. All indicators point to a vote taking place early next week. Lobbyist Morgan Plant (who has spent long, countless days at the Capital since the beginning of this budget process) has been told by numerous reliable sources that BHSI and Act 152 have been 100% restored. However, PCPA has yet to see anything in writing so the Association remains cautious. The shift of HealthChoices to GA has not yet been resolved. PCPA understands that the administration is working hard on a resolution. Reports are that HSDF is close to 100%.

It appears that the governor has reduced his education package and the Senate Republicans have compromised on the personal income tax increase. There are still many unanswered questions such as gambling/slots, cell phone taxes, and increased cigarette taxes. Thank you again for all your hard work. It looks like it is paying off. There is still much work to be done on this budget, but Association staff are very hopeful.

On a closely related note, PCPA has been working the last several months to capitalize on the momentum and the attention of the legislature and administration to promote changes that will assure that this does not happen again. A comprehensive proposal was developed and although it was not funded PCPA will be working to implement several aspects of it, such as proposing a per drink/dedicated tax to help fund drug and alcohol treatment. The Association is also initiating a Systems Reformation Task Force. The task force will develop specific recommendations for reformation of the current systems. A system needs to be developed that will provide a more secure foundation and sustain the programs. In light of the changes in administration, deficits in the current system, need for a more secure foundation and assurance of future funding, changes are needed and possible.
