A letter from Acting Deputy Secretary Harriet Dichter reviews the impact of the FY 2005/06 budget. Budget letter highlights:
- The federal finding surplus from the Temporary Assistance for Needy Families (TANF) has now been spent requiring an increase of nearly 28% in new state dollars to replace federal funding;
- A new state-funded transition line of $45 million will be available to counties to ease the burden of providing county matching funds for detention, in-home, and prevention programs;
- Statewide initiatives in child welfare are budgeted at $71 million, with funds to support
- Permanency initiatives
- Child welfare professional development and education
- Transition from Foster Care
- Prevention initiatives
- Behavioral Health treatment services for dependent and delinquent children and youth will be supported by a shift of $77 million from child welfare to Medical Assistance to support the realignment of treatment funding through the Children’s Integrated Service Initiative.
