The Office of Mental Retardation (OMR) held a FY 2005/06 budget briefing February 28 to provide additional information regarding the department’s budget request.
Highlights include:
- OMR state funding at $1,050,089,000
- OMR total funding including federal dollars at $2,144,806,000
- State centers funding totals $284,077,000. Altoona Center to close through community placements (45 individuals) and movement to Ebensburg Center (45 individuals).
- Private Intermediate Care Facilities for the Mentally Retarded (ICFs/MR) downsizing of 130 beds from two large facilities to 25 smaller ICFs/MR.
- Private ICFs/MR funding totals $305,684,000. ICF/MR assessment to continue at six percent.
- Community mental retardation services to serve an additional 471 persons on the consolidated waiver, 384 persons on person/family waiver, and 55 aging out of the Early and Periodic Screening, Diagnosing and Treatment (EPSDT) program.
- A 2% cost-of-living-allowance for direct care workers.
- The community services budget total is $1,428,033,000
- Early intervention will serve an additional 1,217 children on a six-month basis with a total of $123,556,000
- OMR’s residential population statistics estimate during 2005/06 there will be 1,405 persons in state centers; 2,633 persons in private ICFs/MR; and 18,905 persons in the community.
