The Department of Public Welfare has announced changes in state building codes that impact residential programs and foster homes. Attached is a letter from the Office of Children, Youth and Families (OCYF) describing these changes and providing information to agencies. Pennsylvania has adopted the Uniform Construction Code. The 2003 International Residential Code and the 2003 International Building Code now govern residential facilities and foster care facilities. Local municipalities may decide to enforce the codes or rely on the Department of Labor and Industry for enforcement.
