DPW Withdraws Plans for Loophole Premium

October 31, 2006

The following message was sent today to the autism advocacy community by the Department of Public Welfare (DPW). It is important news for all children and families with moderate incomes who rely on Medical Assistance for behavioral and physical health care services for their disabled children.

"It is with pleasure I am informing all of you that DPW is withdrawing the waiver requesting a premium for children with special needs, known as loophole. We will continue to press for parity within the insurance world. But we will not be charging families premiums to provide Medicaid benefits for this population of children with special needs. If you have further questions, please feel free to email me.

Thanks for your support as we have struggled with this.

Estelle Richman"
