The Office of Children, Youth and Families (OCYF) has distributed two new bulletins reflecting changes in the state Title IV-E program and compliance with federal cost accounting standards.
- OCYF Bulletin 3170-08-01, Residential Services – Contract Documentation, mandates the County Children and Youth Agencies and Juvenile Probation Office to obtain standard budget forms from all residential providers to support the contracted per diem rates. This bulletin relates specifically to group homes, emergency shelters, residential facilities, juvenile detention, and secure facilities. It is effective July 1.
- Effective immediately is OCYF Bulletin 3140-08-01, Title IV-E Foster Care Maintenance and Adoption Assistance Program Costs Allowable for Federal Financial Participation (FFP), which replaces OCYF Bulletin 3140-84-02, Implementation of Allowable Costs for the Title IV-E Placement and Adoption Assistance Program.
Both bulletins and related reporting forms (3710-08-01 and 3170-08-01 Appendix B) are available from the links. It is anticipated that agencies will be contacted by counties with which they contract to complete cost reporting forms as part of any future contracting and rate setting activities. Representatives from OCYF will attend the March 18 Children’s Committee meeting to address provider questions.
