OMHSAS and BDAP Announce Greater Flexibility for D&A BHSI

PCPA is pleased to report that the Office of Mental Health and Substance Abuse Services (OMHSAS) and the Bureau of Drug and Alcohol Programs (BDAP) announced in a letter dated July 6 a new, more flexible criteria for the administration of BHSI funds. Attached is a copy of the letter sent to the Single County Authorities along with the revised protocols.

Many stakeholders in the field have been advocating for more flexibility for quite some time. The most significant difference is that under the new protocols BHSI can serve those individuals who are uninsured, who do not have insurance that covers the service they need, or cannot obtain Medical Assistance benefits. The original criterion for the use of BHSI was only for those who would have been eligible for Medical Assistance before welfare reform. The criteria have been becoming more flexible over time, but these revised protocols provide clarity and confirmation. Also, the revised criteria allow for BHSI to be used for client support services such as collateral sessions, childcare, and transportation, etc.
