D&A Confidentiality Recommendations Needed ASAP

Kathy Hubert, Executive Director of the Pennsylvania Association of County Drug and Alcohol Administrators, is planning another meeting later this month of D&A stakeholders to look at the issue of confidentiality. Your help is needed. Apparently, John Hair from D&A Licensing has indicated that the Quality Assurance Office would like to reissue the "Molly Raphael" letter in new form, with the group's assistance, and they'd like to get it ironed out before the end of this calendar year. It is very important that stakeholders identify what specific principles they'd like to address with this "re-write." Hair has indicated that the second document that was issued after that letter (the 10/31/00 Interpretive Guideline) was not a different interpretation, but in fact was intended to be a clarification of the contents of the letter.

The group has been asked to review the two documents prior to the meeting in November and be prepared to make recommendations to take to Licensing and the Bureau of Drug and Alcohol Programs.
