The D&A Committee met on March 19 with Kathy Hubert, Executive Director of the PA Association for County Drug and Alcohol Administrators (PACDAA) to discuss the Call to Action PACDAA is moving forward. The Call to Action is an outstanding document that outlines the need for strong, focused leadership to address the nation's number one health problem. The Call to Action recommends the establishment of a Cabinet level position within state government for D&A. The following Resolution was adopted by the PCPA D&A Committee on March 19 and presented to the Board of Directors: " The PCPA D&A Committee supports the need for a higher level of authority for the D&A Program as reflected in the March 20, 2001 Proactive Planning Meeting and the Call to Action presented by PACDAA and will work toward that end." The committee will also be organizing a task force to review the 1995 Position Paper on Mental Health and Substance Abuse Administrative Restructuring and will be developing a new position paper.
