The Office of Mental Retardation (OMR) issued its new draft Incident Management Bulletin at the Provider Transformation Council on April 11. Comments to OMR are due June 10. PCPA will put together comments and would appreciate feedback from members for this effort.
The draft bulletin contains information described last week in a PCPA Info. Included are the two "Interpretive Guidelines" issued last year; processes that are compatible with HCSIS terms and roles; and new (hopefully simpler) reporting requirements for medication errors and restraint usage.
The bulletin section on the required Provider Incident Management Quarterly Reports states that they are to be "qualitative." OMR is developing a framework for a uniform quarterly report format that is flexible enough to accommodate diverse agency needs.
There are several attachments to the draft bulletin:
- Incident Management Components - describes responsibilities of providers, counties and OMR
- Incident Management Contingency Plan - a backup for when HCSIS does not work
- Related Laws, Regulations and Policies - a list of these and excerpts of the parts related to Incident Management, with a reporting matrix
- Victim's Assistance Programs - a summary and contacts
- Draft Medication Error HCSIS Screens - to demonstrate the changes
- Standardized Incident Report - a listing of what the sections of a report should contain
The draft bulletin and all attachments are available from the links above or from Lynn Keltz electronically or in hard copy.
