In July 2007 the Pennsylvania General Assembly and Governor Rendell included a three percent cost-of-living adjustment (COLA) in the state’s fiscal year 2007/08 budget for some mental health and mental retardation programs. Drug and alcohol programs received a 2.4 percent COLA. PCPA requests your help in documenting whether all eligible organizations have received the COLA by taking a few minutes to complete a short questionnaire. Your response will help the association assess the proper implementation of the COLA and to ensure that future COLAs are used for their intended purpose. PCPA member agencies are asked to complete one questionnaire for each county or county joinder served by the agency. Multiple individuals within a member agency receiving this request are urged to coordinate responses into one form. Duplicate responses will be combined by PCPA staff. Should PCPA receive differing responses from a member agency representing the same county, the association will ensure that one accurate response is received for the organization. Any responses used for advocacy purposes will not include name or agency information.
