The Pennsylvania Community Providers Association (PCPA) has an immediate opening for the position of Director of Legislative Affairs. This is an exempt, salaried position that reports to the executive director. Sample responsibilities include:
Legislative
- Establish and maintain positive working relationships with elected and appointed officials, administration personnel, and other policy makers on the local, state, and federal levels, concentrating particularly on state-level legislative issues. Position PCPA as a resource in the development of legislation and public policy on mental health, mental retardation, addictive diseases, and other related issues.
- Prepare, promote, and assist in introduction and movement of legislation specifically developed by the association.
- Coordinate the development and distribution of the association's budget position in cooperation with policy staff and committees.
- Coordinate the Pennsylvania Community Providers Political Action Committee (PAC) in cooperation with the executive director and board volunteers.
- Serve as staff liaison with PCPA’s contract lobbyist.
Other Government Relations Efforts
- Manage the PCPA Government Relations Institute©.
- Build and maintain an effective “grass roots” network among PCPA members.
- Establish and maintain ties with related organizations, associations, agencies, and individuals on both the state and national levels in an effort to work cooperatively in furthering PCPA goals. Serve as association representative to coalitions and advisory bodies as needed.
- Coordinate with other staff on regulatory issues as needed.
- Provide regular insight and analysis to PCPA staff and association members on relevant public policy issues.
Communications
- Develop positive working relationships with broadcast and print media and position PCPA as a resource for coverage of issues relevant to members. Coordinate media relations for the association, such as the submission of editorial columns, coordinating editorial board meetings, briefing reporters, etc.
- Serve as resource in development of agency promotional materials, such as PCPA brochure.
- Maintain a Legislative Update section on the PCPA web site.
- Develop position papers on association related issues at the direction of PCPA executive director, board of directors, and others.
Other Duties
- Staff association committees and subcommittees as assigned, including the Legislative Affairs Committee.
- Understand and comply with any legal and regulatory issues involved in all aspects of lobbying. Specifically responsible for compliance with Pennsylvania lobbyist disclosure laws and regulations, PAC reporting and all other required laws and regulations.
- Manage special projects as assigned.
- Carry out other administrative duties as assigned.
