PCPA organized a pharmacotherapy work group to improve client access to needed medications. The work group is co-chaired by Glen Cooper, New Directions, and Douglas Ockrymiek, Community Behavioral HealthCare Network of Pennsylvania, and has focused on medications for the treatment of both mental health and substance use disorders. The work group has reviewed current medications, identified barriers that impede access, and is making recommendations for system improvement. The first draft of a position paper has been completed which highlights problems encountered and outlines several major recommendations. Recommendations are intended to promote best practice, support recovery, provide the least restrictive level of care, and reduce unnecessary costs to the commonwealth. A copy of the draft position paper is attached for membership review and input. All comments should be submitted to Lynn Cooper at the association no later than April 15.
Examples of recommendations in the position paper include the following:
- Open access to mental health and substance abuse treatment medications.
- The Office of Mental Health and Substance Abuse Services (OMHSAS) management of behavioral health medications.
- Until the open formulary exemption is achieved, a universal and consistent formulary for mental health and substance use disorder treatment and a transparent prior authorization process that is consistent and responsive.
- The necessary medication must follow the client. The client must receive an adequate supply of medication (at least ONE MONTH) whenever being moved from one system/level of care to another.
- Recommendations relating specifically to methadone and buprenorphine/suboxone.
- Funding and technical assistance to assist counties with the cost of medications for county-funded clients.
- More support to be given to the utilization of various medications available for the treatment of substance use disorders.
- Telemedicine to be fostered and developed.
- Assistance to behavioral health providers for the high cost of uncovered physical health medications.
