OMHSAS Seeks Comments on the Best Practice Bulletin For Seclusion and Restraint
March 17, 2000

The Office of Mental Health and Substance Abuse Services held a meeting on March 17, 2000 to review the draft bulletin on The Use of Seclusion and Restraints in Community Mental Health Inpatient and Residential Programs. Comments on this bulletin are due back to OMHSAS by April 18.

The purpose of the bulletin is to provide consistent application of policies related to the use of seclusion and restraints in community residential and inpatient programs. It will apply to the following providers: Residential Treatment Facilities for Adults, Adult Long Term Structured Residence Programs, Crisis Residential Services, Residential Treatment Facilities for Children, Community Residential Rehabilitation Programs, Psychiatric Units in general hospitals, and private Psychiatric Hospitals.

Providers are encouraged to contact the Association (717/657-7078) for a copy of the bulletin and forward comments to us no later than April 12.

The bulletin is expected to be released as a Best Practice Bulletin with the hopes that they will become regulation.
