Members Needed for Child Welfare Work Group

Recent legislation calls for the Department of Public Welfare (DPW) to convene a task force to develop recommendations that reflect a “review of the reasonable and allowable projected and actual costs of child welfare services” as well as “a reimbursement methodology for purchase of services.” These recommendations are to be submitted to the General Assembly by April 30, 2014. The task force will be convened under the leadership of the Office of Children, Youth and Families in early September.

RCPA is working collaboratively with the Pennsylvania Council of Children, Youth and Family Services (PCCYFS) to effectively represent private child welfare and juvenile justice providers who contract with counties for the provision of services funded through Act 148, Title IV-E, county funding, and funds provided by the agency and community. The number of direct participants on the DPW Rate Methodology Task Force is very limited. RCPA and PCCYFS have submitted names of leaders from the organizations to DPW to consider for appointment to the task force.

In order to best represent members and the range of county, regional, and service line diversity, the associations will form several joint ad hoc work groups. Those groups will support and inform RCPA and PCCYFS members of the work of the DPW task force. Many RCPA members are engaged in contracts for the delivery of child welfare and juvenile justice services and operate complex system models that include multiple services, licenses, and funding streams. In addition to county-contracted child welfare services, these frequently include mental health, physical health, education, family supports, and other critical services that must be managed in conjunction with child welfare funding mechanisms. RCPA will be recruiting members to participate in the ad hoc work groups.

RCPA leaders with strong contract and cost management and fiscal knowledge in child welfare and other related service system programs are invited to indicate their interest in participating in the ad hoc work groups by contacting Connell O’Brien by August 15.
