Draft RTF Regulations Released
March 28, 2002

The Office of Medical Assistance Programs (OMAP) has presented draft regulations on Residential Treatment Facilities (RTFs) to the Medical Assistance Advisory Committee. These proposed regulations covers those facilities in which OMAP pays for mental health services and room and board (Chapter 1165) as well as those in which room and board costs are not covered (Chapter 1157).

These proposed regulations are a compilation of policy decisions, regulatory standards, and operational procedures that have developed since 1993. The proposed regulations will be subject to the regulatory review process; OMAP intends to have them published, as proposed, in the Pennsylvania Bulletin, by the end of this calendar year.

The proposed regulations and a brief summary prepared by OMAP are available in Members Only. Provider agencies are encouraged to review the proposed regulations and join PCPA in developing written comments. Information on the PCPA process for review and comment will be forthcoming.
