PCPA Endorces ECMH Recommendations

The PCPA Board of Directors voted unanoumously to endorse the recommendations of the of the State Early Childhood Mental Health (ECMH) Advisory Committee. The ECMH Advisory Committee is comprised of a broad group of professionals from mental health, health care, education, child care, parents, and other stakeholders, and includes PCPA members and staff. The group began nearly two years ago to develp a set of recommendation for the state at the request of the secretary of public welfare. The recommendations can be found at www.parecovery.org under State Initiatives. At the direction of the board, PCPA will convey to the secretary of public welfare support for the recommendations, especially as those recommendations relate to the:

  • Promotion of social and emotional screening of young children as part of routine infant-toddler health and developmental screening,
  • The identification and promotion of training in evidence-based and promising practices for the assessment and treatment of early childhood mental health issues, and
  • The advancement and use of recommended professional competencies for individuals working in early childhood settings including those engaged in early childhood mental health prevention, intervention, assessment, and treatment.

The board action also calls for PCPA to:

  • Pursue efforts to collaborate with state agencies and professional associations to identify and promote the use of evidence-based and promising practices for the assessment and treatment of early childhood mental health issues, and
  • To pursue efforts to collaborate with state agencies and professional associations to evaluate the cost and benefit of the use of the V Code as an accepted medical necessity criteria for outpatient mental health services within Medicaid fee-for-service and behavioral HealthChoices.
