ECMH Work Group Returns

With changes in state administration, PCPA has decided to re-activate the Early Childhood Mental Health (ECMH) Work Group. The work group will identify and promote policy, planning, and services related to early childhood social and emotional wellness and prevention, assessment, and intervention related to social, emotional, and mental health needs of young children and their families. Members will work with early care and education professionals, health care and mental health care professionals, and state government representatives to pursue the work group’s mission. Core membership will be made up of behavioral health and community early care and education provider agency representatives who are members of PCPA. Invited guests will include representatives of the Departments of Public Welfare and Education and university staff engaged in the preparation of students in the fields of behavioral health, early care and education, and health care services, research, and training.

Issues likely to be addressed include:

  • Implementation of the state ECMH Advisory Committee recommendations,
  • Improvements to HealthChoices Medical Necessity Criteria to better address ECMH,
  • Promotion of promising practices and the resources necessary to provide those practices in every community,
  • Promotion of V Code for Medical Necessity,
  • Models for promising and evidence-based ECMH services,
  • Engagement with the Pennsylvania chapter of the World Infant Mental Health Association, and
  • Screening in pediatric and other primary care settings.
