Gold to Lead Office of Children, Youth and Families

Secretary Estelle B. Richman, Department of Public Welfare, has announced the appointment of Richard J. Gold, Esq., as deputy secretary of the Office of Children, Youth and Families. Mr. Gold will be responsible for the management and oversight of Pennsylvania’s child welfare system including juvenile justice services, foster care and adoption, and statewide child abuse prevention efforts. For most of his career Gold has worked to protect the civil rights of Pennsylvania’s children, people with disabilities, and the homeless. Gold has previously represented the Philadelphia Departments of Human Services and Public Health and he has held positions with Temple University School of Law and Community Legal Services.
