OCYF Announces Out-of-Home Contract Training
February 3, 2012

The Office of Children, Youth and Families (OCYF) is requesting participation of out-of-home placement private providers and county children and youth agencies (CCYA) during its annual Out-of-Home Placement Training for Maximum Allowable Reimbursement. The purpose of the training is to assist private providers and CCYA in completing pre-contractual documents for determining maximum allowable federal Title IV-E and State Act 148 financial participation.

Day 1 will pertain to entities with the following licensures:
55 PA Code Ch. 3800:  Child Residential Services – Community Based, Institutional Based, Transitional Living, Outdoor Program, Mobile Program, Secure Care, Secure Detention
55 PA Code Ch. 6400:  Community Home Services – Agency/Large Home
55 PA Code Ch. 6500:  Family Living Home Services – Agency

Day 2 will pertain to entities with the following licensures:
55 PA Code Ch. 3130: County Children and Youth Agencies
55 PA Code Ch. 3700: Foster Family Care Agency
55 PA Code Ch. 3680: Private Children and Youth Agencies (Supervised Independent Living)
55 PA Code Ch. 5310: Community Residential Rehabilitation Host Home Services for Children
55 PA Code Ch. 6500: Family Living Home Services – Agency

Training in each region will as follows. Each session is 9:00 a.m. – 4:30 p.m.

Reservations are being accepted. Seats will be reserved on a first come, first serve basis until capacity is reached at each training location. A maximum of two attendees from each entity may be permitted.

OCYF has communicated that it is imperative that representatives attending for either private provider or CCYA are the contacts responsible for completing budget documents or conducting Title IV-E/Act 148 reviews, respectively. OCYF “strongly encourages that the participating providers include an agency fiscal representative and a representative within the agency with the most knowledge on the programs applicable to this review process.”
