OMHSAS Bulletin on Psychologists Role in BHRS

The Office of Mental Health and Substance Abuse Services (OMHSAS) has released a bulletin to clarify permissible arrangements for licensed psychologists associated with the provision of Behavioral Health Rehabilitation Services (BHRS). The bulletin is intended to guide psychologists who independently supervise BHRS, rather than agencies providing BHRS under clinic outpatient, partial hospital, or other programs. Some highlights are the Medicaid requirements for BHRS that the licensed psychologist:

  • Must comply with the Pennsylvania licensing requirements,
  • May supervise no more than three full-time equivalent unlicensed employees,
  • Must be enrolled in the Medicaid program as a BHRS provider, and
  • Must have a BHRS service description approved for each service provided under his/her supervision.

The bulletin also requires the psychologist to submit a signed copy of a ‚ÄúVerification of Responsibilities‚ÄĚ form with BHRS service descriptions. The bulletin can be viewed and downloaded from the Pennsylvania Recovery and Resiliency web site.
