Rate Methodology Task Force Discussion Forum
February 4, 2015

An informational meeting will be held on February 25, from 9:00 am to 12:00 pm, regarding the Act 55 Rate Methodology Task Force recommendations to the General Assembly for child welfare and juvenile justice system purchased non-placement services. The meeting will be held at the Child Welfare Resource Center, 403 E Winding Hill Road, Mechanicsburg. County and provider staff, as well as Department of Human Services (DHS) Office of Children, Youth and Family (OCYF) staff, will be in attendance. Participation through WebEx is also available.
The Task Force Recommendations Report for county purchased in-home and community-based services was submitted to the General Assembly for their review in early January and is posted on the Pennsylvania DHS website.

RCPA members providing non-placement child welfare and juvenile justice services are strongly encouraged to read the report and submit questions in advance of the discussion forum. Questions may be sent to the DHS resource account established for this purpose.

Purpose, Goals, and Introduction of the Task Force
Development of the Framework

  • Review of other states’ methodologies
  • County and provider-specific information
  • Quality of services/measuring outcomes
  • Direct and indirect costs

Pennsylvania Rate Methodology Framework

  • Role of the provider — cost reporting
  • Role of the county — need for service/reasonableness of costs
  • Role of the state — educate and monitor
