DPW Issues Special Transmittal on Use of Restraint

The Department of Public Welfare (DPW) has issued a special transmittal on strategies and practices to eliminate unnecessary use of restraint in child and adolescent residential and day treatment programs. This document was released on the eve of the statewide residential restraint initiative forum being held in Mechanicsburg. Its purpose is to provide guidance to programs licensed under Chapter 3800 to assist in implementation of strategies and practices that lead to the elimination of unnecessary restraints. The department seeks to promote treatment and care environments free of violence and coercion through safe and best practice management of children.
