Change in School Code May Impact Services

The Pennsylvania Department of Education has revised and published 22 PA Code Chapter 14 on Special Education Services and Programs. The changes contained in this chapter reflect increased expectations that all students be served in their community public school in the least restrictive setting. The changes also require increased use of Positive Behavioral Supports based on Functional Behavioral Assessment of the student. These changes are expected to impact student referrals to programs that are not school based and hold the promise of expanded collaborations between schools and community behavioral health and other agencies providing school based supports and services to special needs students. The revision in the school code also calls for the planning to eliminate the use of physical restraints and a ban on the use of prone position restraint.
