DPW Deputy Secretaries Announced

Department of Public Welfare (DPW) Secretary Gary Alexander announced the appointment of three deputy secretaries.

Blaine Smith was appointed deputy secretary for the Office of Mental Health and Substance Abuse Services and will begin his duties November 15. Smith is currently executive director for the Central Pennsylvania Behavioral Health Collaborative in Blair County. He previously served as director of finance, Home Nursing Agency, Altoona and chief fiscal officer, Blair County Mental Health/Mental Retardation and Drug & Alcohol Offices. 

Deputy Secretary Bonnie Rose, Office of Long Term Living, will start October 3. Rose has over 35 years of leadership experience in DPW in Medical Assistance and long term care programs. She has served in various positions, most recently as director, Bureau of Provider Support, Office of Long Term Living.

Former state representative Beverly Mackereth will be the new deputy secretary for the Office of Children, Youth and Families. Mackereth is currently executive director, York County Department of Human Services. She also served eight years as representative for District 196 of the Pennsylvania House of Representatives and has a long history of public service. Mackereth will begin her duties November 8. 

PCPA welcomes the new deputy secretaries and looks forward to working together to sustain and improve behavioral health, intellectual disability, and children’s services in Pennsylvania.
