Pennsylvania MA Electronic Health Record Incentive Payment Program Launch

The Department of Public Welfare (DPW) announced the launch of the Medical Assistance (MA) Electronic Health Record (EHR) Incentive Payment Program on June 6. Office of Medical Assistance Programs (OMAP) Health Information Technology (HIT) Coordinator Matt McGeorge distributed a memorandum about the EHR Incentive Payment Program with links to additional information. The program encourages provider adoption, implementation, and meaningful use of certified EHR systems. Eligible professionals could receive payment up to $63,750 over six years. Eligible professionals must have a minimum 30 percent Medicaid patient volume or practice in a federally qualified health center or rural health clinic and have at least a 30 percent volume of needy individuals.

McGeorge has previously presented information as the EHR Incentive Program has developed. June 6 marks the date when the Pennsylvania Medical Assistance Provider Incentive Repository (MAPIR) is available. Payments should be processed within three to four weeks of application. The memorandum suggests steps for eligible professionals to follow to prepare for application and provides links to relevant information. Some of the basic steps include:

  • Verify individual enrollment in MA,
  • Verify eligibility,
  • Verify volume,
  • Verify PROMISe information (TIN, NPI, and provide type), and
  • Verify Centers for Medicare and Medicaid Services (CMS) EHR Certification Identification Number.

Eligible professionals must first register through the CMS Registration and Attestation System. CMS will notify the eligible professional when s/he can begin the registration process through MAPIR.
