Fineberg Confirmed as OMAP Deputy
August 12, 2003

The official announcement of David Fineberg as Deputy Secretary of the Office of Medical Assistance Programs was made by Department of Public Welfare Secretary Estelle Richman on Friday, August 8. PCPA had unofficially learned of Mr. Fineberg’s appointment and informed members of this information via an Info July 24. When referring to Mr. Feinberg, Governor Rendell said “The Commonwealth is very fortunate to be able to recruit someone with David’s professional experience and personal commitment to this vital program. He is recognized as a national leader on Medicaid policy and will play an integral role in our providing health care coverage to hundreds of thousands of Pennsylvanians.”

Secretary Richman added to the governor’s praise. “Ensuring that the state’s Medicaid program is run as efficiently and effectively as possible is not only important because of the impact it has on DPW’s budget, but because of its overwhelming influence on the Commonwealth’s overall budget. I’m confident David Feinberg will bring the leadership and expertise necessary to ensure that we get the best value for the health care dollars we spend, while protecting the health care needs of our most vulnerable citizens.”

PCPA is looking forward to working with Mr. Fineberg in the future by ensuring that Pennsylvania’s citizens receive the mental health, substance abuse, and mental retardation services they need.
