Information on the Health Insurance Marketplace
June 27, 2013

About the Health Insurance Marketplace
The Centers for Medicare and Medicaid Services (CMS) has redesigned HealthCare.gov to provide information about the Health Insurance Marketplace. This is where individuals and families from states that chose the federally-facilitated exchange model can get assistance with health insurance selection. Information is also available for the Small Business Health Options Program through this web site. The site lists several questions and provides information based on the responses given. Links are also provided to marketplaces in other states. When the enrollment period opens October 1, people will be able to apply for, compare, and enroll in health plans. A checklist is provided to assist with gathering information needed to complete the application process.  Access to a customer service representative is available anytime through a customer service line (800-318-2596 or TTY 855-889-4325). An online chat feature is also available.

Marketplace.gov includes information for professionals who provide assistance to others. CMS is conducting stakeholder calls with states that have opted for the federally-facilitated exchange. The next Pennsylvania call is tentatively scheduled July 31, with time and registration to be announced.

Republican members of the Senate Finance Committee sent a letter to Health and Human Services Secretary Kathleen Sibelius expressing concern about the lack of safeguards in the proposed standards for navigators and non-navigator assistance personnel.  HB 1522 was introduced in Pennsylvania to regulate navigator and non-navigator personnel. PCPA and others, including the Department of Insurance, have concerns with the legislation. Navigator grants will be awarded mid-August for individuals and organizations to provide assistance with the health insurance enrollment process. The initial open enrollment period extends from October 1 through March 31, 2014.

CMS Webinars Provide More Information
CMS Region 3 invites Pennsylvania providers and other stakeholders to participate in a webinar introducing the updated HealthCare.gov. For Spanish speakers, CuidadoDeSalud.gov has also been updated. Two webinar sessions that include the same content are scheduled. Registration is required.
