Pennsylvania Health Insurance Marketplace Information

The Department of Health and Human Services issued proposed rules in the Federal Register on April 5, Standards for Navigators and Non-Navigator Assistance Personnel (CMS-9955-P), for health insurance exchanges. Comments are due May 6 and will be submitted by PCPA. Comments may be submitted through http://regulations.gov.

The Pennsylvania Health Insurance Marketplace Stakeholder Conference Call  held May 1 is available in archive until May 8 by calling 855-859-2056 and entering conference ID 324-31-983. This call provided information specific to the federally facilitated exchange that will be developed in Pennsylvania. Much of the focus was on the navigator function and the opportunity to provide regulatory comment. Two additional conference calls will be held through the summer with dates to be announced. Comments and concerns related to the health insurance marketplace can be addressed to rophiora@cms.hhs.gov. The Centers for Medicare and Medicaid Services (CMS) is eager for input from many stakeholders related to the health insurance marketplace as the process moves very quickly to implementation by October 1.

Tools and resources are available about the new marketplace, including multimedia presentations in English and Spanish and Frequently Asked Questions. Regulatory/policy information is available at the CMS Center for Consumer Information and Insurance Oversight . Information specific to the navigator function and in-person assistance is available by selecting “Programs and Initiatives,” then “In-Person Assistance” to the left of the screen.
