Leadership Change at OCDEL

As previously reported, Governor Rendell announced that Department of Public Welfare Secretary Estelle Richman has resigned effective December 31. Rendell has nominated Harriet Dichter to become the new secretary. Dichter currently serves as deputy secretary, Office of Child Development and Early Learning (OCDEL) for the Pennsylvania Departments of Public Welfare and Education, leading state efforts to bolster early education and care for children and overseeing planning, program, policy development, and implementation for a total investment of $1.3 billion.

The Departments of Public Welfare and Education have announced that Todd Klunk has been appointed as acting deputy secretary of OCDEL. Klunk currently serves as director of finance and administration. PCPA members and staff have worked actively and collaboratively with Deputy Secretary Dichter and OCDEL and look forward to continued partnership with the newly appointed secretary and deputy secretary.
