DPW Consolidates Human Services Licensure
May 10, 2012

Department of Public Welfare (DPW) Secretary Gary Alexander announced the consolidation of licensing and inspection functions from various offices to a Bureau of Human Services Licensing in the Office of Administration. The announcement states “By consolidating licensing functions, the department seeks to increase efficiency by eliminating duplicative administrative structures, and to improve its regulatory protection of vulnerable populations.”  The intent is to have consistent regulatory interpretation and enforcement across multiple program categories.

Consolidation will begin July 1 with Licensing Management and Research and Adult Residential Licensing (personal care home) from the Office of Administration; Community Home, Family Living Home, Adult Training Facility, and Vocational Facility licensing from the Office of Developmental Programs; and Child Residential Licensing from the Office of Children, Youth, and Families. Other licensing functions will be phased in over time. No timetable has been announced for completion of the consolidation. Additional information will be shared as it becomes available. PCPA is concerned that staff licensing multiple program and provider types will not have the expertise needed to function effectively in all areas.
