Comments Needed on DPW Shared Living RFI

The Department of Public Welfare (DPW) issued a Request for Information (RFI) on Shared Living Services (http://www.emarketplace.state.pa.us/GeneralEdit.aspx?SID=RFI-DPW-ODP). DPW is considering expansion and modification of existing Family Living and Domiciliary Care Programs to reach across programs and provide more options for community living to a variety of populations. According to the cover letter from Secretary Gary Alexander,  “...the RFI is another step towards enhancing Pennsylvania’s commitment to reducing dependence on institutional settings. Persons should not live in institution-based settings for longer than is necessary, based on lack of opportunities for personal care in small, homelike settings.

DPW solicits input on strategies for a department-wide Shared Living Program that would be available to persons with disabilities. For example, persons with intellectual disability or mental illness, including older adults, who are currently living in or at risk of living in institutions such as nursing facilities, mental health institutions, personal care homes, facilities for persons with intellectual disabilities, shelters, and other forms of congregate residential care would be considered. Target populations also include those who are homeless or at risk of homelessness, youth aging out of residential services who need ongoing support for community living, and adults who live at home and prefer to age in place.  

PCPA members are urged to provide input to DPW. The comment period has been extended to September 30. Comments must be submitted electronically to Pam Kuhno (sharedliving@state.pa.us). PCPA requests that a copy of comments submitted to DPW be shared with the association by email to Betty Simmonds.
