DPW Agreement Regarding IDD Services

As many know, there are serious issues facing RCPA members in the Intellectual and Developmental Disabilities (IDD) system. As an example, my April column in RCPA News was about what has been referred to as the “death spiral” in residential services.

On April 4 the RCPA Board of Directors held an emergency call to review this specific situation and discuss options. Following multiple interactions and previous meetings with the association, Department of Public Welfare (DPW) Secretary Bev Mackereth and Executive Assistant to the Secretary Brendan Harris joined the board for part of that discussion. It was a positive and honest exchange of ideas and helped to clarify the status of several critical points and develop action steps moving forward.

Secretary Mackereth agreed that we could announce the following:

  1. There will be no Rate Adjustment Factor (RAF) for providers in FY 2013/14 or 2014/15. 
  2. There is a commitment by DPW to resolve unintended consequences of 55 Pa. Code Chapter 51 regulations.
  3. RCPA will call a meeting the week of April 7 to which the secretary and others have agreed to attend to “fast track” solutions on such matters as the vacancy factor and revenue retention. Specific “doable” timeframes will be agreed to and other associations and stakeholders will be invited.
  4. There will be continued discussions on other complex issues impacting the entire IDD system, including the overall rate methodology and area designations.

The board discussed other potential remedies to this difficult situation, but felt that this good faith effort and commitment is the most appropriate next step. RCPA will keep members current on next steps and the outcome of these meetings.
