Draft OMR Bulletin Update
November 27, 2001

The comment deadline for the draft bulletin from the Office of Mental Retardation (OMR), titled Revision of Definition of Conflict Free Providers for Targeted Service Management, was extended from November 5 to December 5 at the request of PCPA. The Association sent comments to Mel Knowlton at OMR. For a copy of these comments, please contact PCPA.

The OMR Eligibility Bulletin, in draft form, was first circulated this summer. It strives to define eligibility for MR services. To PCPA's knowledge, it has not yet been finalized.

Intermediate Care Facility/Mental Retardation (ICF/MR) is the subject of another draft bulletin, Need for ICF/MR Level of Care. Its purpose is to issue procedures for County MH/MR Program determination and re-determination of need for ICF/MR level of care, due to requirements of the Centers for Medicare and Medicaid Services (CMS). The procedures are needed to ensure that only those who require this level of care receive it.

Last, but not least, the final information bulletin on Pro Re Nata Medication Usage is close to being released. It details the appropriate use of psychotropic medications for persons with the dual diagnosis of mental retardation and mental illness.
