IDD Updates - Week of January 7, 2013

The Associated Press published an interesting article January 10 regarding DPW and ODP's move to Public Partnerships (PPL) as new financial management service. Apparently, the issue of home care workers not receiving paychecks for services provided to individuals with disabilities continues.

The Bureau of Human Services Licensing has released "Draft Procedures for Self-Inspection for Increases in Capacity" for review and comment. These draft documents are related to self-inspection for programs under Chapters 2380, 2390, 6500, 2600, 2800, 6400. If you would like copies of specific Chapter "Self-Inspection and Declaration Tools -Increase in Maximum Capacity" please contact Linda Drummond. Comments should be sent to BHSL at 866-503-3926 or RA-pwarlheadquarters@state.pa.us with a copy to PCPA. Final versions of procedures and tools will be released January 31, so please respond with comments in the next week. You may also share comments with BHSL Director Ron Melusky at PCPA's January 15 IDD Committee meeting.

ODP has released Informational Memo #005-13: Waiver Renewal Implementation, which provides information regarding a replacement page for the latest ISP Manual. A copy is available at www.odpconsulting.net.

Pennsylvania Community on Transition Conference is July 24 - 26 at the Penn Stater Conference Center, State College.

The US Department of Labor Campaign for Disability Employment has released a variety of posters and a new video public service announcement titled Because. This initiative promotes the hiring, retention, and advancement of people with disabilities. Free information is available at http://www.whatcanyoudocampaign.org.

Office of Developmental Programs (ODP) information is available at www.odpconsulting.net:

  • ODP has issued a revised Informational Memo #001-13: Healthcare Providers Required to Use NPI Numbers.  The Provider Type/Specialty/Procedure code table was updated.
  • Informational Packet #002-13: Request for Waiver of a Provision of Chapter 51. ODP has developed a form for providers, SCOs, and AEs to use to submit waiver requests regarding provisions of Chapter 51 regulations.
  • Informational  Memo #003-13: Vacancy Factor and Vacancy Exception Process. Chapter 51.98 regulations allow ODP to consider a request for an exception to the vacancy factor when a provider’s total occupancy for all waiver residential location falls below 97 percent.
  • Announcement #004-13: Waiver Renewal Implementation Reminder, Provider Action Required: Complete Provider Qualifications by April 30, 2013. All direct service providers and vendors with a HCSIS expiration date of April 30 must submit qualification applications in HCSIS starting February 1, with support documentation submitted to the AE no later than March 31.  This does not apply to qualifications of SCOs, Vendor Fiscal Services, or providers that render base-funded services only.

Long-Term Care Commission
The American Tax Relief Act of 2012 signed into law on January 2 includes the requirement to establish a Commission on Long-Term Care. The purpose of this commission is to establish and fund a system that offers long-term services and supports for persons with disabilities and senior citizens.

ODP Update
The Office of Developmental Programs (ODP) has issued Informational Memo #001-13: HealthCare Providers Required to Use NPI Numbers on All Claim Transaction Types. It is effective January 1. Atypical providers are exempt from the NPI number requirement. Examples of atypical provider services include taxi services, home and vehicle modifications, and respite services.  A copy of the memo is available at www.odpconsulting.net.
