IDD Committee
The February 12, Intellectual and Developmental Disabilities Committee has added a discussion topic; staff from the state’s Legislative Budget and Finance Committee are beginning a study on the state’s implementation of the Federal Olmstead Decision. This is based on House Resolution 903 of 2014, which requires a review of the closure of state intellectual disability centers and the provision of home and community-based services. RCPA ODP-funded providers will be receiving a survey to address the issues which will be discussed. The revised agenda is available here.

ODP Waiver Rule Transition Plan
On January 14 and 15, ODP held stakeholder conference calls to discuss and share information regarding the proposed Consolidated, Person/Family Directed Support and Adult Autism Waiver amendments and transition plans for home and community-based services as required by the federal Centers for Medicare and Medicaid (CMS) Waiver Rule changes. Copies of the PowerPoint and additional resources are available online.

Public comments may be submitted through February 2. The state’s transition plan is due to CMS by March 17. Waiver-specific transition plans are due when the first waiver renewal or amendment is submitted after March 17. CMS expects states to be fully compliant with federal requirements either by the timeframes approved in their transition plan or no later than March 17, 2019.

CMS Rules Q&A
The federal Centers for Medicare and Medicaid Services (CMS) has issued a Questions and Answers Regarding Home and Community-Based Settings document to clarify some of the confusion regarding the waiver rule changes. During the period covered by the state’s transition plan, Medicaid funds may be used in all settings, including those that do not yet meet the rule’s requirements. States had to comply with person-centered planning and conflict-free case management by March 2014.

PA Transition Conference
The Pennsylvania Community on Transition Conference: Navigating the Road to Success: Expect, Educate, Empower, Employ is scheduled for July 22-14 at the Penn State Conference Center in State College. The call for proposals to present is open until January 26. Information is available by contacting Mike Stoeher or Patti Vasco (or paconf2015@gmail.com).

The Office of Developmental Programs (ODP) has released the following information:

  • Announcement #006-15: Biennial Provider Qualifications: Direct service providers and vendors scheduled to have their provider qualifications for the current fiscal year must submit their qualification applications to the Home and Community Services Information System, and supporting documentation to their lead AE, between February 1 and March 31.
  • Announcement #007-15: ODP Cost Report Information for Waiver Transportation Providers: Year 7 transportation cost report materials are now available and must be submitted to their qualifying AE by February 20 or ODP will assign rates.
  • Announcement #008-15: PA Department of Human Services Medication Administration Program New Toll-Free Support Line; Effective January 14, the new support line for medication administration issues is 855-252-9482.
