IDD Updates – Week of February 4, 2013

ODP Deputy Secretary Lokuta is developing a futures planning process, “Today’s Vision….Tomorrow’s Reality,” which will include internal and external stakeholders. A team will be selected to make recommendations on long-range goals, short-term objectives, and creative thinking about a different future for the service system. Volunteers may complete the Nominee Form. Meetings will be held monthly between March and August.  Linda Drummond has submitted a nomination for herself. Members that nominate themselves are asked to let Ms. Drummond know.

The Bureau of Human Services Licensing has advised that the February 1 announcement describing the new process streamlining human services licensing does not currently apply to child care centers, group child care homes, or family child care homes.

Comments are due by February 19 regarding DPW’s draft Request for Proposal for the Adult Protective Services program. See PCPA IDD Update of January 22 for details.

There was good news in the governor’s proposed budget on February 5, especially for the Intellectual Disability Waiting List with $19.867 million added. The current Waiting List initiative of $17.924 million is shown as annualized in the Office of Developmental Programs (ODP) budget to continue enhanced services. The Federal Medical Assistance Percentage match for waiver programs was reduced from 54.28% to 53.52% and the state is covering this reduction with $14.719 million. The total ID Community Waiver Program increase is $106.905 million. All of this is proposed and will be debated by the legislature so don’t forget to reach out to senators and representatives to support these increases.

Older Adult Daily Living Centers  (DOA 6 PA Code Chapter 11) that are dually-licensed as an Adult Training Facility  (ODP 55 PA Code Chapter 2380) may apply for a regulatory waiver to the requirement for an on site inspection by Department of Aging licensing representatives. Any questions may be directed to klongeneck@pa.gov.

The statewide Positive Practices Committee has issued a survey to determine agencies recommendations for the meetings and the issues to be addressed. Please take a few minutes to complete the survey.

The Bureau of Human Services Licensing has sent notification of two fires in the past month in licensed residential settings. These were the result of a malfunctioning heating/air conditioning device that has been recalled due to safety issues. This is a GE Zoneline packaged-terminal air conditioner and packaged-terminal heat (PTAC) unit. For details acess www.geappliances.com/products/recall/zoneline_2011.

ODP has issued Announcement #009-13: SSI Increase for Calendar Year 2013: 1.7% increase. Room and Board contracts should be adjusted accordingly.

A reminder for SCOs:

  • Alliance for Full Participation/ODP/OVR Supports Coordination survey was sent in a PCPA IDD Update on January 30. Please take a few minutes to complete the survey. This will be of assistance as we promote employment for individuals in service and to determine training needs of supports coordinators on this issue.
  • Please share with Linda Drummond (linda@paproviders.org) recommendations for ISP revisions and efficiencies which we will be discussed at the March 19 meeting.

The Bureau of Human Services Licensing (BHSL) provided notificati on that effective February 1 the annual licensing renewal process will be streamlined by issuing renewal licenses immediately upon receipt of each agency's renewal application. Questions may be directed to the BHSL hotline (866-503-3926 or ra-pwarlheadquarters@state.pa.us).

Office of Developmental Programs (ODP) Announcement #010-13: 2013, ODP Required Training for Supports Coordinators (SC) and SC Supervisors, states that ODP plans to provide 23 hours of the ODP Supports Coordinator 40 hours of required training for calendar year 2013. Additional information is provided regarding maintaining training records and starting employment at a new SC agency.

ODP provider qualification resources are available at www.odpconsulting.net as part of the Provider Qualification Course. These include Informational Memo #068-12 on Provider Qualification Revisions and Informational Memo #106-12 on Qualifications of Vendors.

Members planning to provide comments regarding the Adult Protective Services draft proposal should remember those comments are due by February 19. For details, see the PCPA IDD Update of January 22.
