CMS Web Site on HCBS Rule
The Centers for Medicare and Medicaid Services (CMS) has developed a web site that includes information regarding the new Home and Community Based Services (HCBS) waiver rule changes effective March 17. The web site will include a summary of rule provisions, fact sheets, questions and answers, and other resources.

Kansas Managed Care Approved
CMS has approved the Kansas 1115 Waiver Amendment that allows the state to use a managed care delivery system to provide long-term services to persons with intellectual and developmental disabilities (IDD). The state will contract with several for-profit health insurance companies to provide the Medicaid services. Approval of this plan, KanCare for IDD, had been delayed regarding concerns that individuals would receive some of the waiver services needed, but not all. The approved plan includes specifics regarding federal expectations to assure those with IDD receive appropriate services. Kansas is the first state to use private health insurers for managed care for IDD.

ODP Proposed 2014/15 Budget
The governor’s FY 2014/15 proposed budget addresses  the following issues regarding the Office of Developmental Programs (ODP):

  • The Federal Medical Assistance Percentage (FMAP) for community waiver programs is revised from 53.52 percent to 51.82 percent, requiring an increase in state dollars to maintain existing waiver services.
  • The Waiting List Initiative includes $22.4 million to provide home and community-based services for 400 individuals on the list and for 700 students graduating from special education.
  • Addition of $722,000 to expand services for older adults and community services for 50 individuals currently residing in state centers.

ODP Information
ODP has released Announcement #014-14: 2014 ODP Required Training for Supports Coordinators and SC Supervisors. ODP will provide 23 hours of the required supports coordinator training.
