IDD Updates - Week of February 13, 2012

The March 20 IDD Committee agenda is currently being finalized with eight agencies (direct service and supports coordination) prepared to provide “mini-testimony” to Rep. Tom Murt on Office of Developmental Programs (ODP) funding issues and impact on consumers. PCPA’s Legislative Affairs Committee will join us for this session from 9:30 – 11:00 a.m.

From 11:00 a.m. – 12:00 p.m. ODP’s Fred Lokuta, lead on the joint ODP/Office of Mental Health and Substance Abuse Services (OMHSAS) Dual Diagnosed Project, will provide an overview of this new initiative and is seeking member recommendations and feedback on the types of trainings and issues related to this population. PCPA’s Mental Health Committee will join this session.

The SCO Subcommittee will meet on March 20, beginning at 12:30 p.m. at the resort’s Willow Tree Buffet, which is in the building across from meeting rooms. ODP Announcement #012-12: Submission Deadline for Audited Financial Statements is Approaching. Reminder to certain providers to submit Audited Financial Statements (AFS) within nine months for the close of the providers’ accounting period. If the accounting period ends June 30, then the AFS is due no later than March 31.

On February 13 President Obama released his 2013 budget proposal. The White House has available a variety of fact sheets addressing many of the items presented in the budget. “Expanding Opportunities for People with Disabilities” overviews increased funding for education for children with disabilities, workforce innovations, support disability research, expands housing options and support the rights of people with disabilities.

The hotel is offering members a room rate of $109 per night plus tax. The cut-off date to make reservations at the discounted rate is March 6. For meals, the hotel has two restaurants on the property and there is a shopping center across the street with several fast food options.

PCPA’s conference at Seven Springs Mountain Resort is October 9-12, 2012. An Alert was sent last week requesting workshop proposals. If you are interested in presenting please complete the information requested and return by March 23.  Linda Drummond would also be interested in your recommendations for presentation topics.

The Early Bird Registration for PCPA’s Technology Conference is February 24.

On February 10 an Alert regarding the Department of Public Welfare preparing to use Act 22 of 2011 to implement regulatory changes was sent. Those impacting the Office of Developmental Programs (ODP) include revisions to 55 PA Code, Chapter 51 establishing payment rates, methodology and fee-schedules for home and community-based services, and provider qualifications; and Chapter 6211 to revise payment methodologies, cost report requirements, and definitions for private ICF/ID programs. PCPA has not received the details on specifics of these changes.

  • Announcement #007-12: New ODP Certification and Licensing System. Online system that enables providers to electronically submit applications for certificates of compliance, plan of corrections, and civil rights questionnaire. To be implemented in the summer of 2012.
  • Announcement #008-12: ODP ICF/ID State Center Transition Planning Process and Money Follows the Person Enrollment Process. The Benjamin lawsuit required that ODP provide trainings in the ICF/ID Centers and four ODP regions on topics related to community service system, transition planning, and supports.
  • Informational Packet #009-12: ODP PROMISe Provider Enrollment Integrity Process. This process is effective immediately.
  • Announcement#010-12: ODP Year 4 Audited Financial Statement Desk Review Training Registration. Scheduled March 7 for AE staff that has a role in desk reviews of Cost Reports.
  • Informational Memo #011-12: Provider Readiness Activities Checklist to Ensure Transition to Certification and Licensing System (CLS). Provides deadlines for activities to perform prior to implementation of the CLS.
