Sheltered Workshops Meeting
Office of Developmental Programs (ODP) Deputy Secretary Lokuta has scheduled a meeting with sheltered workshop executives to continue the conversation on the future of employment services in Pennsylvania. The meeting is March 28, 10:00 a.m. – 2:00 p.m. at PaTTAN Harrisburg. Please RSVP to Kathy Jones (kathjones@pa.gov) by March 20.

ODP Futures Planning
ODP has provided an update regarding the Futures Planning initiative. Currently, the Department of Public Welfare (DPW) secretary and staff are reviewing the budget analysis of the implementation proposal that was presented to DPW in December 2013. In coming weeks the implementation teams will be developing the detailed action plans.

Update on Executive Order
RCPA is a member of the American Network of Community Options and Resources (ANCOR), which has provided some clarification regarding the President’s Executive Order on Minimum Wage for Contractors. If an agency contracts directly with the federal government this order will apply. “It does not apply to states, or state Medicaid agencies, and Medicaid providers that contract with states.”

Notices and agendas have been disseminated for the March 13 Intellectual and Developmental Disabilities Committee, Supports Coordination Organizations Subcommittee, and Vocational Rehabilitation Subcommittee meetings.

ODEP Webinars on CMS Rules
The US Department of Labor Office of Disability Employment Policy (ODEP) is conducting two educational webinars to discuss policy guidance issued by the Centers for Medicare and Medicaid Services (CMS). 

RCPA Webinar on Section 503 and CMS Rules
RCPA is offering members a free webinar February 21, 9:00 – 10:30 a.m. to address amendments to Section 503 of the Rehabilitation Act and Centers for Medicare and Medicaid Services rule changes to Home and Community Based Services (HCBS) Waivers. ACCSES, in cooperation with RCPA, has arranged for the presentation to be delivered by Robert “Bobby” Silverstein, JD, Principal, Powers, Pyles, Sutter & Verville, PC.

ODP Updates
The Office of Developmental Programs (ODP) has released the following information.

  • Announcement #016-14: ISP Monitoring Training – SCO Conference Calls
  •  Announcement #07-14: Submission Deadline for Audited Financial Statements (AFS) is Approaching. All waiver direct service providers, agency with choice services, base-funded services, cost report-based, and fee schedule services and transportation services must submit audited financial statements to ODP within nine months from the close of the provider’s accounting period. If that period ends on June 30, then the AFS is due no later than March 31.
