ODP Billing Changes
The Office of Developmental Programs has issued Announcement #014-15: Pre-Billing Resource for SCOs; this announces a new resource for pre-billing preparation, due to anticipated HCSIS service claims for supports coordination and targeted service management services to PROMISe to be discontinued late in 2015.

At the recent RCPA SCO Subcommittee meeting, there was discussion regarding the impact of this billing change and the cost to these agencies. Direct service providers went through extensive billing requirement changes in 2010 when payment was changed to the Perspective Payment System. ODP and RCPA are asking for information from these direct service providers to help SCOs prepare for any increased staffing costs, to implement these changes. Please share the following information with RCPA Policy Specialist Linda Drummond:

  • How did you determine the number of staff needed for billing purposes when changing to the HCSIS and PROMISe billing systems?
  • Did you use claims volume to determine billing/financial staff needs or did you use a different variable?

ODP Updates
ODP has released the following information:

  • Announcement #016-15: Register Now to Attend Webinars for ODP’s Consolidated and P/FDS Waiver Amendments Effective July 1, 2015; webinars will be held March 3 and March 5. Attached to this Announcement is an appendix, Waiver Amendment Comparison Chart, which provides a side-by-side comparison of the current waiver language and the proposed changes.
  • Announcement #017-15: Dennis’s Journey Continues; The video Dennis’s Journey, released in 2011, has been updated as he celebrates his 9th anniversary on his job.
  • Informational Memo #018-15: Communication Assistance Standards for Individuals who are Deaf; providing clarification to Bulletin #00-14-04, Accessibility of Intellectual Disability Services for Individuals who are Deaf, on topics such as assistance and types of funds to pay for sign language interpreters.

Resource Guide for Employers
The White House has released a cross-system resource guide for employers and businesses on hiring persons with disabilities. Links to Recruiting, Hiring, Retaining, and Promoting People with Disabilities, and the PA How-to-Guide, are available at the state’s Labor and Industry Department’s Office of Vocational Rehabilitation publications web page.
