Autism Training Survey
The Pennsylvania Department of Public Welfare, Bureau of Autism Services (BAS) established the Autism Services, Education, Resources and Training (ASERT) Collaborative to improve the lives of Pennsylvanians living with autism. To support individuals living with autism and their families, BAS and the ASERT Collaborative are trying to learn more about training needs among providers. Please access this survey link to share training needs. The survey should take less than 10 minutes and members are requested to complete it by March 7. Questions may be directed to ASERT@drexel.edu.

OVR State Plan
The Department of Labor and Industry Office of Vocational Rehabilitation (OVR) announces a public comment period with district office meetings regarding its 2015 Combined Agency State Plan. This comment period provides opportunities for interested parties to present their recommendations for OVR services for persons with disabilities. On site meetings are scheduled at various district offices beginning March 17 and continuing through April 2. Written comments must be submitted no lather than April 25. RCPA members are asked to share their comments with Policy Specialist Linda Drummond.

Section 503 and HCBS Webinar
On February 21, RCPA hosted a member webinar addressing amendments to Section 503 of the Rehabilitation Act and Centers for Medicare and Medicaid Services rule changes to Home and Community Based Services (HCBS) waivers. The PowerPoint presentations for Section 503 Revised Rule and Final Rule Medicaid HCBS are available.

One component of the Section 503 rule changes is the revision to the form used for voluntary self-identification of disability status by applicants and employees who work for organizations covered by Section 503 regulations. The Office of Management and Budget issued a notice with links and details.

ODEP Integrated Employment Webinar
The US Department of Labor Office of Disability Employment Policy (ODEP) presented a webinar to address recent policy changes by the Centers for Medicare and Medicaid Services. “Innovation Strategies for Using Medicaid State Plan and Waiver Options to Promote Integrated Employment of People with Disabilities” reviewed some of the options states have with 1915(c) Home and Community Based Waiver Services such as day habilitation, pre-vocational, supported employment, group supported employment, and career planning.

The next ODEP webinar is February 27, 2:00 p.m. The topic is “Implications of HCBS Final Rule on Non-residential Settings: The Impact of New HCBS Guidance on Employment and Day Services.“

The upcoming schedule for the Office of Vocational Rehabilitation’s Public meetings include:

  • March 20, 3:00 – 6:00 p.m., New Castle District Office, 100 Margaret St, New Castle; and
