RCPA - Rehabilitation and Community Providers Association

IDD Updates - Week of March 12, 2012
March 12, 2012

PCPA sent comments to the Office of Developmental Programs (ODP) regarding the Act 22 Department of Public Welfare (DPW) proposed regulation changes to Home and Community Based waiver services on March 8. A copy of those comments is available from the link.

On March 8, Democrats on the House Human Services Committee meet with DPW Secretary Alexander. PCPA’s comments were one of the resources used by the chairman, Rep. Mark Cohen, for this meeting. This committee sent a follow-up letter to DPW regarding its concerns and supporting PCPA’s comments on the proposed regulations. A copy of that letter is also available from the link.

Recent ODP updates:

  • Interim CFO John Cox has been replaced with the new CFO, Deb Donahue, effective last week. Cox will continue to assist with the transition.
  • ODP’s 2012/13 waiver renewal request to the Centers for Medicare and Medicaid Services (CMS) was officially submitted March 1.
  • The new fee schedules, which become effective July 1, will be disseminated to providers by mid- to late-March, although these will not have CMS approval at that time.
  • ODP has received approval to raise the cap on the Person/Family Directed Supports waiver from $26,000 to $30,000.
  • ODP is planning to review 300 - 400 high-cost consumer’s plans, not just those in one-person homes.
  • ODP is discussing expanding Shared Living to include family members to be paid to provide this support. House Bill 2237 introduced March 5 would allow this option.
