CMS Rule Changes
The Centers for Medicare and Medicaid Services (CMS) continues to add clarification and guidance regarding January rule changes to the Home and Community Based Services (HCBS) waivers around state transition planning and isolated settings. Conferences and Trainings

  • The Pennsylvania Rehabilitation Association’s Professional Development Institute, “Employment: Pathway to Earning, Learning and Living,” is April 3 at Central Pennsylvania College, Summerdale. Sessions include topics such as employment first, ethical implications for service delivery and employment, ethical dilemmas and strategies, and work incentive counseling.
  • Philadelphia Coordinated Health Care is offering a variety of free regional trainings for those that wish to attend. These include:
    • April 15, 9:30 am: Autism Spectrum Disorder, Willow Grove
    • April 16, 1:00 pm: Assessment and Tracking of Mental Health Symptoms for Individuals with Intellectual Disabilities and Mental Health Challenges, Philadelphia

ODP Futures Update
Office of Developmental Programs (ODP) Deputy Secretary Fred Lokuta has shared an update on the Futures Planning process. The internal Implementation teams are developing detailed action plans that will be shared with the external stakeholders.

ODP Bulletins
ODP Bulletin #00-14-03: Listing of Obsolete and Current Intellectual Disability Bulletins provides a complete listing of bulletins in effect as of March 13 and a list of obsolete bulletins.

ODP Update
Announcement #019-14: Request for Proposal Issued for Training and Support for the Developmental Disability Programs. The end date to submit a proposal response is April 11.

HCSIS Release
HCSIS Release 7.5.0 went live on March 15. The communication announcement provides information regarding enhancements and changes to HCSIS. Questions may be directed to the HCSIS Help Desk (c-hhcsishd@pa.gov or 866-444-1264). ODP related changes include:

  • Changing a waiver status from “Intent to Enroll” to “Ineligible” without entering a program eligibility end date was not releasing the waiver slot for use.
  • Dates entered into the “Date Finalized” field on the PUNS change screen often showed different dates.
  • The Provider Service Details Report was showing incorrect recipient identification.
  • New and revised documents posted to the Learning Management System include a tip sheet for updating provider information, county provider administration job aid for provider sign up, and provider updates job aid.
RCPA Voc Rehab Calls
The association is scheduling monthly conference calls for members that provide vocational rehabilitation services. The next call is April 3 at 3:00 p.m. Discussion will focus on a variety of issues including marketing sheltered workshops and continued development of a best practices document addressing all employment and vocational-related services provided to persons with intellectual and developmental disabilities.
