ODP Proposed Budget
Presentations at the RCPA March 13 Intellectual and Developmental Disabilities (IDD) Committee meeting included Office of Developmental Programs (ODP) Deputy Secretary Fred Lokuta, Fiscal Director Deb Donahue, and Fiscal Consultant Mark Mannion. They provided an overview of the governor’s proposed budget for 2014/15 for ODP which includes:

  • Increase of 5.1 percent from 2013/14 state available funds of $1,464,000 to $1,539,000;
  • ODP represents 13 percent of the Department of Public Welfare budget;
  • Decrease in Federal Medical Assistance percentage from 53.52 to 51.82 percent; and
  • $22.4 million additional for services to 1,100 individuals, including 400 on the waiting list and 700 students graduating from special education.

RCPA lobbyists SR Wojdak and Associates, has prepared several graphs which may be used by members as they meet with local legislators to advocate for adequate funding for the system serving individuals with intellectual disability and autism.  These charts show the 20-year lag in increases in ODP rates verses other systems and the state’s general fund, institutional vs community services costs, and average salaries of state versus community direct support workers.

Building Bridges
Mark your calendars for the annual Building Bridges: Aging/Intellectual Disability Cross-Systems Conference September 16 – 17 at Holiday Inn, Grantville. The full conference rate is $125 and one-day rate is $75. Policy Specialist Linda Drummond is a member of the state committee coordinating this conference. Sessions will include such topics as:

  • Supporting those with intellectual disability who have experienced sexual trauma,
  • Engaging and supporting caregivers,
  • Estate planning, guardianship, and special needs trusts,
  • Forever Home: IDD with Alzheimer’s or dementia, and
  • Dual diagnosis for IDD with mental health issues.

ODP Updates

  • State center development trainings for April will be offered at Selinsgrove and Ebensburg. Information is available from Roxanne Mayfield.
  • March 26 Positive Practices Video Conference Meeting topic change. Training and collaboration and resources development will focus on a realistic toolbox for direct support professionals. Questions or registration changes may be directed to Jeffrey Wheeler.
  • Autism Seminars for Direct Support Professionals registration is now open for sessions being offered across the state in April.
