IDD Updates Week of March 25, 2013

Several members shared questions regarding the Bureau of Human Services Licensing on the pre-inspection survey and duplicate work reporting specific HCSIS incidents to both HCSIS and BHSL. Ron Melusky, BHSL director, provided this clarification:

  • There has been a lot of confusion about the pre-inspection phase. Going forward, providers who do not wish to participate in the pre-licensing phase will have the ability to decline. Moreover, it will be explained that violations found during the pre-inspection review may be corrected prior to our on-site inspection. If we find that the matter has been fully corrected during the inspection, it will not be cited.
  • We are working on modifying HCSIS such that email transmission of ID numbers is not necessary. Meanwhile, please remember that failure to send the ID numbers via email will not result in a regulatory violation. We only request that it be done.

The National Council on Disability has released Medicaid Managed Care for People with Disabilities: Policy and Implementation Considerations for State and Federal Policymakers. The report summarizes basic concepts to providing long-term services using a managed care approach and includes 22 principles to guide federal and state officials and disability stakeholders in system design.

The Pennsylvania Department of Education, Bureau of Special Education is offering an introduction to the new Pennsylvania Secondary Transition Guide web site. The free training is
April 17 with information and registration available at www.pattan.net. With ODP’s increased emphasis on transitioning graduates into community employment, this may be a helpful resource to assist youth and families in addressing post-secondary education, training, employment and community living.

PCPA is a member of the advisory board of Temple University’s Institute on Disabilities’ grant addressing the service needs of aging individuals with intellectual and developmental disabilities. Providers who work closely with this population have firsthand information about what services are currently provided to this population and what services might be necessary or beneficial for this population but are not currently available.Please take 20 to 30 minutes to complete this online survey.  ODP’s recent ICF/ID Task Force included a presentation on Medication Errors which may be helpful for all residential providers. The Task Force meeting also included information regarding the process which must be used by all ICF/ID providers who are converting one or more programs or downsizing large programs into community waiver programs. The Office of Developmental Programs (ODP) has released the summary for FY 2012/13 Residential Ineligible Services Rate Development. Let Linda Drummond know of issues/comments.
ODP’s Futures Planning Stakeholders Workgroup met last week. The initial task was to develop a list of long range goals to be accomplished by 2023. These will be disseminated in the near future for feedback as this process continues over the next four months. The initial goals are related to the individual’s choices, services, supports, and innovation of non-traditional services and supports. The next steps will be to develop short-term goals and specific system activities and changes to obtain the long-range changes for those we support.

  • Informational Memo #024-13: HCSIS Incident Report Deletion Requests. New email address for Provider Incident Management to contact to request deletion of reports created in error (RA-ODPIMReportHelp@pa.gov).
  • Informational Packet #025-13: Waiver Renewal Implementation Provider Qualification and Noncompliance Process. HCSIS qualification application due by April 30 with expiration date of June 30.
