IDD Updates - Week of May 7, 2012

DPW has announced the consolidation of several licensing and inspection functions into a Bureau of Human Services Licensing. Beginning July 1, the consolidation will include Family Living Home, Community Home, Adult Training Facility, and Vocational Facility licensing from the Office of Developmental Programs (ODP); Child Residential Licensing from the Office of Children, Youth and Families; and Licensing Management, Research, and Adult Residential Licensing from the Office of Administration. The director is Ron Melusky (717-783-3670).

On May 9 the Pennsylvania Senate voted 39-8 to pass its budget proposal of $27.65 billion. Senate Bill 1466 increases state spending by 1.8 percent and restores funding cuts proposed by the governor. Restoration includes $84 million to the county human services funding, $245 million to state-funded universities, and $50 million for education block grants. This is the beginning of the budget negotiations.

There was a great turnout for the May 8 Capitol Rally sponsored by the Pennsylvania Association of Rehabilitation Facilities, The Arc Pennsylvania, Pennsylvania Waiting List Campaign, Vision for Equality, and PCPA. Legislative speakers included Reps. Tom Murt, Ed Pashinski, and Gene DiGirolamo, and Senators Judy Schwank and Shirley Kitchen. Rep. Pashinski had the crowd shaking the roof of the Capitol with chants of “Governor Corbett, Keep Your Promise” to protect Pennsylvania’s most vulnerable citizens.Make sure you register for PCPA Capitol Day on June 5.

The US Department of Labor has announced the theme for this year’s National Disability Employment Awareness Month in October, “A Strong Workforce is an Inclusive Workforce: What Can You Do?” Information will be posted on the department’s web site, www.dol/gov.

HCSIS Update for April includes reminders and announcements for ODP providers/users:

  • Implementation of Certification and Licensing System in May for community homes, family living homes, adult training facilities, vocational training facilities, ICFs/ID, and ICFs/ORC.

The Office of Developmental Programs (ODP) has released the following announcements available at www.odpconsulting.net:

  • Announcement #035-12: Fiscal Year 2012/13 Anticipated Rate Load Date and Description, Timing, and Impact of “On Hold” Batch Processes.
  • Announcement #036-12: Revised ODP Certified Investigators Manual.

ODP has informed PCPA that the proposed rates for 2012/13 will be sent in mid to late May and the fee schedule rates will be published by that time.

On April 30 PCPA member Community Services Group, provided testimony to members of the House of Representatives addressing the impact of the proposed block grant on Rural Mental Health and Intellectual Disability Programming. The disability advocacy community held a rally at the State Capitol on May 2. The Patriot-News article discusses advocates’ demand  that Governor Corbett keep his promise to the state’s most vulnerable citizens.
