IDD Update

The Office of Developmental Programs (ODP) has released residential eligible and transportation trip 2012/13 rate letters to providers of these services. Residential rates include a 97 percent Vacancy Factor replacing therapeutic and medical leave policies. There is no Rate Adjustment Factor applied to these proposed rates.

Three Information Memos provide details on these rates. Informational Memo #040-12 indicates that ODP does not currently expect a Rate Adjustment Factor to be applied to 2012/13 cost-based rates. Per this memo, “This decision not only restores the prior fiscal year’s RAF of 6% but allows for provider requested cost increases of 2.5%.”  Also, ODP indicates that additional state funding is being requested to the waiver appropriations to avoid a RAF for 2012/13.

  • #041-12: FY 2012-13 Consolidated and Person/Family Directed Support Waivers Medical Assistance Fee Schedule Services (including TSM), Department Established Fee Services and Base Funded Services; There are now 3 geographical areas with rates developed for each area. SCO rates are included and reduced to three geographic areas.
  • #042-12: FY 2012-13 Consolidated and Person/Family Directed Support Waiver Cost-based Services. Information provided regarding how rates were developed for residential eligible and transportation trip rates. Providers of these services received individual rate letters earlier.

The Act 22 ODP Chapter 51 Regulations will be posted in the June 9 Pennsylvania Bulletin. The ODP cover letter outlining final changes made to the regulations is also available. The regulations become effective July 1.
