IDD Updates

PCPA has placed an advertorial in today’s Harrisburg Patriot News Nation/World Section, “Shift and Shaft.” It mirrors the Director's Viewpoint article by the ame title in the June issue of Provider News.

IDD members were sent an IDA Coalition ODP 2012/13 Fee Survey. PCPA is compiling data to use with its legislative advocacy regarding the impact of the Department of Public Welfare/Office of Developmental Programs (DPW/ODP) budget decisions on community services. If you have not returned the surveys to either Linda Drummond or a IDA Coaltion members, please do so by June 12.

On June 4, IDA Coalition members presented testimony on ODP funding issues to the House Human Services Committee. This committee is chaired by Rep. Gene DiGirolamo and co-chaired by Rep. Tom Murt. PCPA’s testimony focused on the need for payment policies that recognize differences among people served and differences in related costs. PCPA also addressed the issue of a statewide 97 percent Vacancy Factor, noting that for most residential providers this would cover 11 days of absence and after that providers would run deficits because they are not allowed to bill for these days. Attached is the IDA Coalition’s testimony and ODP Deputy Secretary Friel’s testimony.

DPW has issued a press release, “DPW announces enhanced approach to care for people with intellectual disabilities.” This initiative is called “Shared Living”, which pays families to provide the service their adult child’s needs. There are no details available yet to determine if this is the same as Lifesharing/Family Living requiring licensing or if this is a new service.

In March the Disability Rights Network of Pennsylvania (DRN) filed a lawsuit in Commonwealth Court against the governor, DPW, and Office of the Budget regarding proposed budget cuts and Human Services Development Fund block grant. The judge has denied DRN's motion for immediate relief. The defendants also requested the court to dismiss the entire case, but that decision has not yet been made.

 Don’t forget to RSVP by June 7for the IDD Committee and SCO Subcommittee meetings on June 13. ODP Deputy Secretary Friel and new Fiscal Director Deb Donahue are scheduled to participate at the IDD Committee in open discussion with members.
