Department of Public Welfare Act 22 regulations for Office of Developmental Programs (ODP) Chapter 51 and Chapter 6211 have been posted to the June 9, Pennsylvania Bulletin. The PA Bulletin includes comments on the various sections and ODP’s response to those comments. ODP Deputy Secretary Friel’s letter outlining the final changes to the regulations is also available.

The Office of Developmental Programs (ODP) Informational Memo #045-12: Admissions to State Operated Intermediate Care Facilities for Persons with Intellectual Disability addresses issues and options to prevent admissions to state centers effective July 1. The main component of this memo is the joint ODP/Office of Mental Health and Substance Abuse Services initiative addressing the dually diagnosed (persons with intellectual disability and mental health issues). The memo provides an overview of the objectives and curricula development to increase staff competencies for intellectual disability professionals and direct service providers, Supports Coordination Organizations (SCOs), and mental health professionals and clinicians.

Linda Drummond is a member of the Dually Diagnosed Workgroup, coordinated by ODP’s Fred Lokuta. She has made suggestions that the Department of Public Welfare find a way to offer incentives (such as increased salaries or bonuses and certificates) to staff completing these trainings. Training curricula is planned to be developed in three areas:

  • Provider, SCO, and clinical staff;
  • Physicians, nurses, occupational/physical therapists, social workers, and mental health and behavioral specialists; and
  • Judicial system and criminal justice system staff including first responders.

As curricula are being developed PCPA will ask members for suggestions, ideas, and feedback. Please share any ideas on these topics with Linda Drummond.
